罒 — net (top form), yokome (grapheme component)

Flattened net/eye form drawn at the top of a kanji, called あみがしら/よこめ. Top variant of the net radical 网. Component of 買 (buy), 置 (place), 罪 (sin), 夢 (dream), 署 (signature). Variant of Kangxi radical 122 (网/罔). Visually identical to a sideways 目 but historically the net radical, not the eye.
